New Procedure for Electronic Contract Documentation

Starting October 9, 2013, OSC, OPM, and Core-CT have implemented a new procedure requiring all agencies to attach an electronic version of their contract documentation directly into Core-CT. By attaching electronic files in Core-CT, agencies will no longer be required to submit separate copies of their contracts for the following APD processes:

Pre-audit of purchase orders for one million dollars or more

Post audit of expenditure documents

Submission of all POS contracts over one million dollars

These electronic attachment procedures supersede the instructions pertaining to documentation procedures as stated in OSC Memoranda 2004-06 and 2007-22.

Attachments are uploaded through the Core-CT Procurement Contracts module. The OSC-APD created a contract checklist outlining the specific documentation that should be attached to the Core-CT Contract.

This Contract checklist sheet must be a separate attachment for all contract types in the Core-CT procurement module.

Contract types include, but are not limited to BU award, Construction, Grant, Loan, MOU, POS, PSA, Rental Lease, Rights of Way, and Statutory Contractual Services. The file name for the checklist should include the contract and amendment number whenever applicable (i.e., 14OSC0193AA checklist). The checklist should not be modified to add/delete other items, but to only be checked for those items that apply. The checklist link can be found below.

The document file type should be PDF and the file name should be the Core-CT contract number (i.e., 14OSC0193AA).

Contract amendments should be a separate attachment (including the contract checklist) and the file name should be the Core-CT contract number plus underscore and the number of the amendment (i.e., 14OSC0193AA_1). As a reminder, if your contract amendment is extending the end date for the contract, a new version of the contract must be created in Core-CT.
