Comptroller’s Accounts Payable Department is in the process of updating foreign vendors in the system with the new default. During the transition period, suppliers with a foreign address may still default to “RA – Return to agency” and processors may want to update the voucher handling code to “FM”. No payment note is required for the new handling code.

Checks processed with handling code “FM” will be mailed directly from the Comptroller’s Office. Checks processed with handling code “RA” will continue to be returned to the agency.
