SEBAC vs. Rowland Settlement Agreement - Agency Reporting

The Compensatory Damages award of vacation and PL time has been loaded into Core-CT. The time will be managed using Compensatory Time Off plans and users will see VA03 and PLA03 entries on the timesheet for those employees covered under the agreement. Agencies can use the Reported Time report (CTTLR358) to obtain a list of employees receiving an award. Use January 1, 2016 as both the Begin and End Date. Click on the first radio button to run the report by Department. Select the applicable SetID (AGNCY or UNIVS). Type the Department ID or select it from the list using the lookup icon. Select the radio button next to Run by TRC. Type VA03 then click the Add icon to add another row. Type PLA03. Verify that the Show Detail checkbox is selected and the Page Break by Employee checkbox is NOT selected.

The following items should be noted.

1. Exception time reporters (those with a prepopulated schedule) who had not submitted their timesheet as of when the award was loaded, will not see their normally scheduled hours. Only the VA03 and/or PLA03 entries will be visible. For this pay period, they will need to add a row and enter all attendance for the pay period.

2. Self-Service agencies need to communicate to users that the VA03 and PLA03 entries should NOT be deleted.

3. Self-Service users will see vacation and PL balances on their timesheet as early as tomorrow morning.

4. On Monday, Core-CT will auto-approve the VA03 and PLA03 entries for those employees that still need approval. Agency users do not need to approve them, however, may do so, if they wish.

5. The job aid entitled SEBAC vs Rowland Agreement provides additional information about the Core-CT processing related to the Settlement. The job aid is located on the Core-CT web page at HRMS > Cross Module > HRMS Cross Module Aids. The job aid has been updated today to include information on running the CTTLR358 report as noted above.

6. The Compensatory Time reports noted in the job aid (CTTLR354, CTTLR356 and CTTLR400) can be used to monitor the vacation and PL time, however, they cannot be run specifically on the vacation and PL comp plans. Core-CT will enhance the CTTLR400 report to allow users to run it by Vacation Only and PL Only. The other two reports will not be enhanced but will display the vacation and PL balance if the report is run by the Full Report option. A daily mail will be published once the CTTLR400 report is ready.

7. The Attendance report (CTTLR375) needs to be enhanced to allow for reporting of the vacation and PL activity. A daily mail will be sent when this has been completed.

8. The Timesheet reports (CTTLR201, CTTLR201A, CTTLR203, CTTLR203A and CTTLR203C) need to have the vacation and PL plan balances added. Core-CT is working on this and a daily mail will be sent once it's complete.

9. The Compensatory Time Conversion report (CTTLR395) calculates a suggested conversion amount for employees who report time in days. This report needs to be enhanced to consider the new vacation and PL plans. A daily mail will be published when this has been completed. Agencies with employees who report time in days will need to manually calculate changes to vacation or PL hours until the report has been updated.

10. The Time Reporting Codes job aid has been updated with the TRCs related to the Agreement.
