Core-CT Teams and Responsibilities

The Core-CT team structure is tailored to meet the state’s specific needs.  This document describes the roles and responsibilities of each team.

Team

Roles and Responsibilities

Steering Committee

Comprised of senior officials of the Office of the Comptroller, the Department of Administrative Services and the Office of Policy & Management, the Steering Committee provides broad leadership, executive sponsorship and direction for Core-CT.

Project Directors

Project Directors’ responsibilities focus on overall project management support and coordination with the Core-CT Steering Committee.  Directors work to ensure that Core-CT team resources are used efficiently and effectively.  To that end, Directors are responsible for overall system direction. 

EPM Team

The Enterprise Performance Management (EPM) team is responsible for the design, development and delivery of an intuitive ad-hoc reporting system for Core-CT. The team administers the statewide data warehouse/information repository that is the technical backbone of the system’s advanced enterprise-wide reporting capabilities. 

Financials Team

The Financials Team works to ensure that the modules of Core-CT that support Financials processes (Chart of Accounts, Budgeting, General Ledger, Accounts Payable, Purchasing, Asset Management, Inventory, Accounts Receivable/Billing, Project Costing and Customer Contracts) are working to meet the State of Connecticut’s business process needs.  The Financials Team is also responsible for the design, development, testing and delivery of financials system modifications that are required to support the State's use of PeopleSoft/Oracle.

HRMS Team

The Human Resources Management System (HRMS) team works to ensure that the modules of Core-CT that deal with HR functions (Human Resources, Payroll, Benefits and Time and Labor) are configured to meet the State of Connecticut’s business process needs.  The HRMS Team is also responsible for the design, development, testing and delivery of HR and payroll processing system modifications that are required to support the State's use of PeopleSoft/Oracle.

Technical Team

The Technical Team is responsible for Core-CT’s technology infrastructure.  The team manages the selection, configuration and maintenance of the servers, software and communication network that form the backbone of Core-CT.  The Technical Team ensures that the various technical components of Core-CT (interfaces, security, batch processing, and reporting) are functioning properly, interfacing correctly per system specifications and business needs, and performing at optimal levels.
